On 2 November El Faro de Ceuta wrote that councillor Kissy Chandiramani presented the draft General Budget for 2027. It is 448.48 million euros consolidated, 5.38 percent more than the previous year. It includes the “Ceuta no se rinde” fund, of 4.30 million euros, for extraordinary spending from 1 January 2027. It is a draft. It is not recorded as approved. El Español’s headline of 3 November says Ceuta “approves” these accounts. The body of the piece says she has presented them. The same outlet attributes to the City that it has not received the 45.32 million euros of state aid. That figure is not merged with the Treasury’s 45.3 million or with the 45,320,000 of the estimate of 1 November.
- El Faro, 2 November: “accounts that amount to 448.48 million euros in consolidated terms.” The outlet writes an increase of 5.38 percent against “somewhat more than 425 million” the previous year. The 5.38 percent is that piece’s calculation. This archive does not recalculate it. On 3 November El Español also writes 448.48 million and 5.38 percent more.
- El Faro: the strategic fund “Ceuta no se rinde,” “allocated 4.30 million euros,” is “a new line designed to meet possible extraordinary spending from 1 January 2027.” El Español writes 4.3 million for the same fund. It is not a second line. El Faro says it can also go to strategic projects, including security and reinforcement of the border. It is not the cost of a system already contracted.
- It is a draft that has been presented, not an approved budget. El Faro writes that the Government wants to take it to the plenary “for initial approval as soon as possible, preferably before the election campaign begins,” with the intention that it enter into force on 1 January 2027. El Español’s headline says “approves.” The body of that piece says the councillor “has presented” the draft. It is not treated as approved here.
- El Español attributes to Chandiramani: “The approved financing amounts to 45.32 million euros: 40.67 million for current expenditure and 4.65 million for capital expenditure. As of today, the city has not received any amount, although a commitment from the Ministry of Finance exists.” That is the City’s position on 3 November. It is not a payment entry. The 45.32 is not merged with the 45.3 million the Treasury published on 13 October, nor with the 45,320,000 euros of the estimate EFE wrote on 1 November. She says the 45.32 correspond to the estimate sent to the Audiencia Nacional through 31 December 2026. This archive does not declare them the same figure. The 40.67 and the 4.65 already appear inside that estimate of 1 November. They are not added here again.
- El Español also reports Saiz’s announcement of 2 November on the temporary places and the “about 13,000” people. Those figures are on the card for that announcement. They are not repeated here.
