On 3 November Vivas gave figures from the City. No official source backs them

On 3 November El Faro de Ceuta, El Mundo and El Pueblo de Ceuta wrote that Juan Jesús Vivas, president of the City, appeared that Tuesday to give a three-month balance. El Mundo and El Pueblo place the appearance in the Throne Room of the Palace of the Assembly. El Faro writes the Throne Room of the Town Hall. Vivas said, according to El Faro, that the Government has turned the city into “a CETI with more than eleven thousand places.” El Mundo and El Pueblo write other wordings. One is not chosen. The population, up 20 percent, is written by El Faro without quotation marks and by El Mundo inside them. Crime: El Mundo quotes 60 percent, El Faro writes it without quotation marks and El Pueblo writes more than 60 percent. The 112, up 300 percent, is given by all three, with a different noun in each. The port: El Faro quotes 1,230 percent and El Mundo and El Pueblo write 1,200 percent. One is not chosen. The 80 percent, in those pieces, is for notifiable diseases. SMEs and the self-employed, one million euros a day, are in El Faro’s quotation; El Pueblo writes one million euros a day for business owners. Those are his statements, according to the president of the City in those outlets. No published official source backs them. They are not merged with the “more than 7,500” places Saiz gave on 2 November. He had already given the 60 percent on 25 October in Madrid, according to laSexta.

  • On 3 November El Faro de Ceuta, El Mundo and El Pueblo de Ceuta wrote that Juan Jesús Vivas appeared that Tuesday. El Mundo and El Pueblo place the appearance in the Throne Room of the Palace of the Assembly. El Faro writes the Throne Room of the Town Hall. Those are two wordings of the place. One is not chosen. The figures on this card are what Vivas said, according to the president of the City in those outlets. No published official source, from the Interior Ministry, the Police or the 112 service, backs them.
  • Vivas said, according to El Faro: “The Government has turned our city into a CETI with more than eleven thousand places, adults and minors included. One cannot speak of normality.” El Mundo attributes to him, in quotation marks, that it had been turned “into a CETI with more than 11,000 reception places.” El Pueblo writes that he spoke of the 11,000 reception places and quotes “they have turned Ceuta into a temporary stay centre for immigrants.” Those are three wordings. One is not chosen. They are not merged with the “more than 7,500 now” that El Faro attributed on 2 November to minister Elma Saiz. They are two figures from two parties. Places are not the people housed. This card gives no occupancy figure.
  • El Faro writes, without quotation marks, that the population has risen by 20 percent and crime by 60 percent, and that fights are part of everyday life. El Mundo attributes to him, in quotation marks, that “the population of Ceuta has risen by 20%” and that “crime has risen by 60%.” El Pueblo does not write the 20 percent. On offences, it writes that he put them at more than 60 percent. The 60 percent and the “more than 60 percent” are not averaged. Each wording stays with its outlet.
  • The 60 percent is not a new figure from 3 November. laSexta, 25 October, in Madrid: the headline writes that crime has risen by 60 percent. The text writes that it has risen by up to 60 percent and that Vivas put the increase at 60 percent. Those are three wordings in the same piece. One is not chosen. It is the same attribution, repeated, not a new measurement. That piece also attributes to him a 400 percent rise in hospital emergencies. That is not the 80 percent of 3 November. They are different magnitudes. The about 15,000 and the absence of an administrative return in that piece are already on other cards. They are not repeated here.
  • Vivas said, according to El Faro: “Incidents on the 112 line and at the port have risen by 300% and by 1,230%, respectively, comparing October this year with October 2025.” The comparison with October 2025 is that of this quotation. El Mundo writes, without quotation marks, that calls to 112 shoot up by 300 percent and incidents at the port by 1,200 percent. El Pueblo writes, without quotation marks, 300 percent and 1,200 percent in the interventions of the 112 services and of the Port. All three give 300 percent, with a different noun: incidents, calls, interventions. The nouns are not merged. At the port, El Faro gives 1,230 percent and El Mundo and El Pueblo 1,200 percent. One is not chosen.
  • In the same quotation from El Faro, Vivas said that “women are afraid to go out at certain hours; hospital emergencies have shot up and notifiable diseases have risen by 80%; businesses, our SMEs and self-employed, lose, together, one million euros a day.” The fear and the emergencies that have “shot up” stay inside the quotation. The 80 percent in that sentence is the figure for notifiable diseases. This archive does not read it as an 80 percent rise in emergencies. El Pueblo writes, without quotation marks, a growth of 80 percent in notifiable diseases and losses of one million euros a day for business owners. That is not the same wording as SMEs and the self-employed. They are not merged. El Mundo, in the piece read here, gives neither the 80 percent nor the million.
