Fact

On 26 October a Civil Guard commander and a National Police commander testified as witnesses

On 26 October RTVE wrote that the Civil Guard operations chief in Ceuta and a National Police chief inspector posted in the city when the events occurred testified before Judge María Tardón. What follows is what the outlet attributes to those statements, citing judicial sources. It is not a proven fact and there is no judicial assessment.

  • According to RTVE, the Civil Guard commander said the government delegate “gave him no instructions” during the mass entry, that he informed the delegate of what was happening and that he himself took the “operational decisions”.
  • According to RTVE, the night before, the Civil Guard told the delegate of “the presence of six Moroccan vessels”, among them “two interceptors, two patrol boats and two small boats”.
  • According to RTVE, that commander said he chose not to close the border because closing it would have created a crush. That is his statement, not a conclusion of this archive.
  • According to RTVE, the National Police chief stated that “Moroccan officers were letting people through towards Ceuta during the mass entry” and that he faced the events “with no prior alert and no extraordinary deployment”, although he “had requested resources”.
  • According to RTVE, that police commander thought the border should be closed, and the outlet’s account says the Civil Guard reopened it. These are two pieces of testimony. There is no verdict here on competence.
