On 28 October EFE wrote that the Government of Ceuta suspended the Mochila festival in the hills because it could not guarantee safety. On 31 October Ceuta Actualidad wrote that councillors Ramírez and Gaitán detailed a reinforcement of more than 100 extraordinary personnel. The population figures those texts cite are kept on the balance entry and are not turned into a census here. The communiqué on ceuta.es was not located.
- EFE, 28 October, on the Environment Department communiqué: the decision was taken “because of the exceptional circumstances the city is going through and the impossibility of guaranteeing that the day would take place in adequate safety conditions”.
- That EFE text records the City’s estimate of about 100,000 entries and about 15,000 people who would still remain. That is the estimate the outlet attributes to the City Government in that communiqué. It is not merged with other figures.
- Ceuta Actualidad, 31 October: “a reinforcement of more than 100 extraordinary personnel” from the Local Police, fire service and Civil Protection, on top of ordinary shifts. The Local Police would watch the hills from 15:00 on 31 October until 22:00 on 1 November.
- Ceuta Actualidad attributes to Ramírez, that day, “more than 100,000” entries and “about 15,000 people not taken into shelter”. That wording is not merged with the about 15,000 of 28 October or with the 3,000 or 4,000 of another piece on the 31st. The word “invasion” in the 28 October communiqué is the wording of the text EFE quotes, not a finding of this archive.
