The public documentation examined records four warnings before 30 de julio, with named senders and addressees, but does not independently establish receipt or reading. It also records three assessments and places the relevant formal competences within the Interior Ministry, the State Security Secretariat, the National Police and the Civil Guard, without identifying the person who made each decision. No documentation was found of a prior change to the deployment or a deliberate decision to leave it unchanged; that absence does not prove that no decision or action occurred. On 27 October 2026, according to RTVE, Judge María Tardón gave the Government 15 days to declassify CNI notes and reports circulated from 30 July, and in particular the list of authorities who received the already declassified notes of 27 and 30 July, with the date and time of sending and proof of receipt. Moncloa sources told RTVE they would comply and had already declassified everything they had. The Judiciary has published the note of that request. It says “in any event, within 15 calendar days.”
- Four warnings before 30 de julio are documented, with information about their senders and named addressees.
- The public record examined contains no independent documentary proof of receipt or read acknowledgement for any of the four warnings.
- Three assessments are documented: CENIF assessments in its notes and a CIFAS assessment during the crisis.
- Formal relevant competences can be located institutionally in Interior, the State Security Secretariat, the National Police and the Civil Guard, but the record does not identify who personally made each decision.
- The public documentation examined does not establish exact times for requesting, authorizing, mobilizing, arriving or becoming operational of the reinforcements.
- No documentation of a deployment change between 28 de julio and the start of the mass entry was found; this does not prove that it deliberately remained unchanged.
- No documented decision to deliberately leave the deployment unchanged was found; this absence does not prove that no decision or action occurred.
